Penelitian ini mengkaji implementasi Program Keluarga Harapan (PKH) di Desa Tuakau, Kecamatan Fatuleu Barat, Kabupaten Kupang, menggunakan kerangka teori George C. Edward III. Fokus analisis meliputi empat aspek utama: komunikasi, sumber daya, disposisi, dan struktur birokrasi. Metode penelitian kualitatif digunakan dengan pengumpulan data melalui wawancara dan observasi. Hasil penelitian menunjukkan bahwa meskipun terdapat beberapa kemajuan, masih ada tantangan signifikan dalam implementasi PKH di wilayah tersebut.
This research examines the implementation of Program Keluarga Harapan (PKH) in Tuakau village, west Fatuleu District, Kupang Regency using the theoretical framework of George C. Edward III. The focus of the analysis includes four main aspects: communication, resources, dispotition and bureaucratic structure. Qualitative research methods were usedby collecting data through interviews and observation. The research result show that although there has been some progress, there are still significant challenges in implementing PKH in the region.
